One to one.  Count each item so child can learn the relationship.

Teach concepts like many and few, enough, half, and whole.

Count them

Which is biggest?  Which is smallest?

Spools and Pipe Cleaners

Count them, stack them, make a necklace, lawn mower, or a doll.
